Felipe Ramos Rizo was evidently determined not to make the same mistake again - fortunate to get a second appointment after he had made quite a mess of the France - Uruguay game, by not issuing the appropriate disciplinary sanctions and sending unwise signals to the players. Ramos Rizo had totally changed his tack here - not that I think he didn't try to be a law enforcer in his first game, he just did it much better in this game. In the context, it is very impressive that the referee from Mexico held his nerve after the events of the day before - this time, he sent the right signals to the players and he realised a very good performance.
The context is important here. The Senegal - Uruguay and Cameroon - Germany games, with twelve and sixteen cautions respectively, had the officials in focus at the tournament; it would take a brave man to ruthlessly chuck cards around, in the conviction that it would calm the game down. Ramos Rizo did exactly that. He offered the players no discretion - combined with his firm manner, they could see the referee was taking no s**t and heeded the message; hence, the card count was far short of astronomical. Two cards at 68' and 69' in a matter of seconds was particularly impressive on that level, as they could have threatened a high number of further infractions.
Referee from Mexico ejected two players - 22' was a situation at the referee's discretion, it was coherent with his approach to elect to show the cards; 81' was a brilliant call.
Some smaller blackouts (and a bigger one at 23') prevent a higher mark.
ARs were not really tested, Leif Lindberg especially, Visva Krishnan perceived a tricky situation right at 31'.

Did the right thing: Consequently punish rough play or attempts to stop Cuevas with bookings. Good disciplinary line. Four interesting scenes: 8' looks like there was a hidden VC by a Paraguayan player, hard to say and see. Advantage in 21' is brilliant, giving the SYC for the reckless foul afterwards perfect. In 23', well seen foul but he gave an IDF which means there would have been no contact - there was, a reckless one. He twiched for a moment and was about to show a booking for dissent I think. SFP call in 81' fully correct, player's "approach" is dangerous and he was fully correct to penalize it as he did.
